Liebe was a military commander who invaded Canterlot during the Era of Princess Celestia.
History[]
Despite her military assault in Canterlot, Liebe was a kind-hearted dragon at some point in her past. However, a great tragedy occurred to her, done by ponies, that involved young dragons. Whatever this event was, it caused Liebe to go down a dark path, recruiting dragons into her army to attack Canterlot. Cadance saw the hurt and sadness in Liebe's eyes and convinced her to stand down. In part, this succeeded because Cadance did what no other pony had done: treat Liebe with understanding.
Behind the scenes[]
Liebe seemed to have history with Celestia, as Celestia knew her by name. Since Liebe had issue with Canterlot specifically, it's possible Celestia did something to Liebe's children. This could explain why Celestia used a random dragon egg to test students...
